Projects

The Multimodal Transportation Improvement Program administered by the Mississippi Department of Transportation facilitates enhancements and updates at airports statewide. Here are some recent projects:

Starkville-Oktibbeha County Airport – Medical Response Center ↓

In 2025, the Starkville Airport was awarded a Multi-Modal grant in the amount of $490,100 and a Strategic Multi-Modal Investments Fund grant of $482,645. Both are being used to construct a new medical response center with helicopter airlift and disaster response services for northeast Mississippi. ARC and local funds were also included to bring the total to $2,075,545. This project is in the final design stages. It would not have materialized without the crucial MDOT grants.

Hattiesburg-Laurel Regional Airport Authority – General Aviation Terminal ↓

The Hattiesburg-Laurel Regional Airport Authority received $489,359 for FY 25 from the Multi-Modal Program which provided matching funds for Airport Improvement Program funds through the FAA. The match required by the FAA would not be possible without the Multi-Modal funds. The new terminal facility will provide an impressive visual entrance into the local community for visitors and others within the general aviation community, replacing the 50 year old lean-to on one of the existing general aviation hangars. With national fixed base operator AvFlight in place, Hattiesburg-Laurel Regional Airport is poised to attract economic investors and other dignitaries to the Pine Belt region. The project is expected to be completed by April 2026, at a total cost of $3.3 million.

John Bell Williams Airport/ Hinds Community College – Box Hangars ↓

John Bell Williams Airport has a waiting list of people desiring a place to house their aircraft out of the elements. Three 65’ x 60’ hangars are being built to address this demand. A Multi-Modal grant for $300,000 is being used to construct one of these hangars. MDOT matching funds are $26,500. Without the grant, only two of the three hangars could be constructed. The hangars will have restrooms and will be large enough for small business class jets or several general aviation aircraft to be housed.

Columbus-Lowndes County Airport – New Fuel Tank ↓

A new 12,000 gallon Jet-A fuel tank was paid for by Multi-Modal funds in the amount of $194,535 and completed in 2024. The fuel tank filled a need to service a based air medical helicopter as well as many other transient jet aircraft.

Columbus-Lowndes County Airport – New Corporate Hangar ↓

A new corporate-type hangar has been completed that will serve to enhance the airport’s future growth. The project was made possible through a $600,000 Multi-Modal grant as well as federal BIL match funding. The insulated 9,600 square-foot building’s key features include an 18’ x 80’ single-swing hydraulic door, efficient LED lighting, ceiling fans, restroom and epoxy floor. The hangar is primed to attract new aviation-related companies.

Louisville-Winston County Airport – Ramp Expansion ↓

The 2025 Strategic Multi-Modal Investment Funds grant for $918,000 allowed the completion of a concrete ramp expansion project that began in 2023. Both AIP and BIL funds were expended to prepare approximately 30 acres. This expansion enhances safety and access for passengers traveling on corporate aircraft by eliminating congestion and overcrowding and by providing parking areas more convenient to the fuel dock and the terminal building. It also provides a taxi lane across the existing ramp area, ensuring adequate access for planned future hangars. The level of corporate jet activity and associated support services required, the presence of two flight schools providing both fixed- and rotary-wing aircraft training and a self-service fuel system with state-of-the-art equipment all support a level of activity that benefits hotels, restaurants and other businesses throughout the community.

Gulfport-Biloxi International Airport – Terminal Roof Replacement ↓

Replacing the aging terminal roof with a new LEED-certified, energy-efficient roof has enhanced safety, reliability and comfort by eliminating leaks and reducing safety risks. It supports uninterrupted operations for airlines, rental car companies, concessionaires and freight tenants. Lower operating costs and improved energy efficiency enable reinvestment in capacity-building services and customer experience improvements. This project enhances the airport’s competitiveness, supports local jobs and economic growth, ensures reliability and reinforces the airport’s critical role in the region’s transportation and economy. Strategic Multi-Modal Investment Funds contributed $500,000 toward the $5.2 million project. MDOT AIP Matching funds of $85,000 were used along with funding from AIP and local resources.

Cleveland Municipal Airport – North Ramp Hangar ↓

Using two separate Multi-Modal grants, BIL funds and funds from the Delta Regional Authority, the airport was able to construct a new hangar in 2024. It is currently leased to Delta Regional Agricultural Flight Training, a company that provides critical agricultural flight training. The total project cost was approximately $2.1 million.

Golden Triangle Regional Airport – Parking Improvements ↓

Golden Triangle Regional Airport (GTR) has received two recent multimodal grants to improve parking. In 2020, the airport received a grant for $199,782 to add capacity to its parking lot by adding on to its north end. The grant covered 20% of the total cost, allowing GTR to leverage airport funds with multimodal funds to achieve the needed expansion. In 2022, GTR received $232,305 to fund 60% of a total renovation of the parking lot. That project was recently completed.

John Bell Williams Airport – New Terminal ↓

Economic and community development was the goal of Hinds Community College in opening a new terminal building at its John Bell Williams Airport in 2021. Aimed at drawing corporate clients, the $1.45 million facility includes a pilot’s lounge, conference room, kitchen, passenger lobby and office space. Multimodal grant funds helped enable the airport to replace a terminal that had been in use since 1952.

Gulfport-Biloxi International Airport – New Fuel Operation ↓

In 2020, Gulfport-Biloxi International Airport completed a fuel storage project using a grant from MDOT’s multimodal program. The airport was able to remove underground fuel storage tanks and replace them with an above ground operation, improving the process for fueling airline ground handling equipment, along with other airport authority vehicles and machinery.

Stennis International Airport – New Hangar and Apron ↓

A $325,000 MDOT Multimodal Grant helped construct a new hangar and apron on the main ramp at Stennis International Airport in Hancock County. Stennis Airport invested another $1.2 million to build the 10,000-square-foot hangar, which also has an additional 2,500 square feet of office space. The project was completed in September 2021. Known as the Corporate Hangar, the building is ideal for aerospace companies with aircraft storage and office needs. It was recently leased by Tyonek – an aircraft maintenance contractor with the Department of Defense – as part of a key location for its $100 million Air Force contract that kept 50 jobs in Hancock County.

Hattiesburg-Laurel Regional Airport – New Hangar and Parking Pad ↓

A 2021 multimodal grant enabled construction of a 60’ x 60’ hangar to house three new aircraft at Hattiesburg-Laurel Regional Airport (PIB). A parking pad for FBO fuel trucks was also built with the funds. The projects received accolades from the FAA Part 139 inspector on construction and compliance.
